Do Technology Shocks Shift Output? An Empirical Analysis of a Two Factor Model AgEcon

This study identifies the effect of technology shocks on aggregate output using confirmatory factor analysis employed by Griliches, Hall and Pakes (1991). The analysis is based on the assumptions that there are two distinct shocks in an economy, demand and technology shocks, and that the patent data contain additional information on technology shocks. The findings show that, while the patent and R&D data do not contain significant information on technology shocks in the full sample of OECD countries, they do have significant information on these shocks in the G13 countries. Agricultural biotechnology has been advancing very rapidly, and while it presents many promises, it also poses as many questions. Many dimensions to agricultural biotechnology need to be considered to adequately inform public policy. Policy is made more difficult by the fact that agricultural biotechnology encompasses many policy issues addressed in very different ways. We have identified several key areas — agricultural research policy, industry structure, production and marketing, consumer issues, and future world food demand — where agricultural biotechnology is dramatically affecting the public policy agenda. This report focuses on the economic aspects of these issues and addresses some current and timely issues as well as longer term issues.

Efficiency Improving Fossil Fuel Technologies for Electricity Generation: Data Selection and Trends AgEcon

This paper studies innovation dynamics in efficiency improving electricity generation technologies as an important means of mitigating climate change impacts. Relevant patents are identified and used as an indicator of innovation. We find that patenting in efficiency improving technologies has mostly been stable over time, with a recent decreasing trend. We also find that majority of patents are first filed in OECD countries and only then in non-OECD or BRIC countries. Conversely, non-OECD and BRIC countries apply for patents that are mostly marketed domestically. Environmental Regulations, Market Structure and Technological Progress in Renewable Energy Technology — A Panel Data Study on Wind Turbines AgEcon

We study the impact of environmental regulations on the patent activities for wind turbines between 1980 and 2008. We explicitly control for energy market liberalisation and take a potential interaction between liberalisation and policy instruments into account. We find a strong and highly significant effect of environmental tax revenues, which we regard as a proxy for the extent to which energy prices changed in favour of renewable energies, as well as foreign demand for wind turbines on innovation activities. In addition, we find that price-based policy instruments are more effective in fostering innovations in the wind turbine technology when energy markets are fully open to competition. Improving the Energy-Efficiency of Buildings: The Impact of Environmental Policy on Technological Innovation AgEcon

This paper investigates the impact of alternative environmental policy instruments on technological innovations aiming to improve energy-efficiency in buildings. The empirical analysis focuses on three main types of policy instruments, namely regulatory energy standards in buildings codes, energy taxes as captured by energy prices and specific governmental energy R&D expenditures. Increasing Canada's International Competitiveness: Is There a Link between Skilled Immigrants and Innovation? AgEcon

We use an augmented national ideas production function to examine skilled immigrants' impact on Canadian innovation at the provincial level. Empirically, this model was tested using Canadian data by province on innovation flow over an 11 year time period, where innovation flow is defined in terms of international (U.S.) patents. It was found that skilled immigrants, who are proficient in either English or French, have a significant and positive impact on innovation flow in their home province. Further, in examining skilled immigrants by source region, it was found that skilled immigrants from developed countries have the greatest impact on their home province's innovation flow. Industry-Science Connections in Agriculture: Do public science collaborations and knowledge flows contribute to firm-level agricultural research productivity? AgEcon

Prior research identifies a direct positive link between the stock of public scientific knowledge and agricultural productivity; however, an indirect contribution to agricultural productivity is also possible when this stock facilitates private sector invention. This study examines how “connectedness” between the stock of public scientific knowledge and private firms influences firm-level research productivity. Bibliographic information identifies the nature and degree to which firms use public agricultural science through citations and collaborations on scientific papers. Fixed effects models show that greater citations and collaborations with university researchers are associated with greater agricultural research productivity.

Innovative Behavior and Spatial Location - Using Patent Counts and Geographic Location To Estimate Innovative Spillins AgEcon

In this paper we examine the relation between geographic location and innovative behavior. Knowledge spillins, as opposed to knowledge spillovers, are modeled as an externality which exists between geographically close economic agents and enters the representative inventor production function explicitly from neighboring regions. To proxy new innovative behavior and new knowledge generated we use counts of patent filings per county. This paper studies how the strength of intellectual property rights (IPRs) affects investments in biological innovations when the value of an innovation is stochastically reduced to zero because of the evolution of pest resistance. We frame the problem as a research and development (R&D) investment game in a duopoly model of sequential innovation. We characterize the incentives to invest in R&D under two competing IPR regimes, which differ in their treatment of the follow-on innovations that become necessary because of pest adaptation. A retrospective view on the establishment of the TRIPS (trade-related aspects of intellectual property rights) Agreement, a still controversial accomplishment of the Uruguay Round of trade liberalization, is provided. This paper addresses the timing and interdependence between innovation and environmental policy in a model of research and development (R&D). On a first-best path the environmental tax is set at the Pigouvian level, independent of innovation policy. With infinite patent lifetime, the R&D subsidy should be constant and independent of the state of the environment. However, with finite patent lifetime, optimal innovation policy depends on the stage of the environmental problem. Com a finalidade de se realizar um levantamento da atividade de patenteamento de invenções nas categorias de biorreatores - que operam por meio da atividade microbiológica, aeróbica e em escala de teste de bancada ou piloto -, foi estabelecido o estudo de panorama de tecnologias publicadas em documentos de patente. Dentre os principais indicadores desse estudo, foram empregadas as variáveis da evolução temporal dos depósitos de patentes, das áreas de conhecimento das tecnologias, bem como dos países de origem desses depósitos.

Patent application in biotechnology at subclass C12N in Brazil at the period of 2001 to 2005 BABT

An analysis of Instituto Nacional de Propriedade Industrial (INPI) patent database from 2001 to 2005 showed that less than 5% of the total patent deposited in the subclass C12N, which referred to "Microorganisms or Enzymes, Compositions thereof, Propagating, Preserving or Maintaining Microorganisms, Mutation or Genetic Engineering, Culture Media", were from national depositors. In contrast, more than 34% of all these deposits came from the United States of America during the same period.
